Open Information

The library strives to provide open information concerning operations, financials, and governance to the public. Patrons are always welcome and encouraged to speak with the Library Director to obtain more information or utilize the available resources on our web page for frequently asked questions. Compliance with FOIA (Freedom of Information Act) and OMA (Open Meeting Act) is a priority.

  • The mission of the Messenger Public Library is to inform, connect, and enrich the community of North Aurora.
  • We strive to be a unique resource offering open access to information that fosters a passion for reading, learning, and the exchange of ideas. As the heart of our community, we support democracy, citizenship, and the cultural growth of the Village of North Aurora.
  • We have one location located at 113 Oak Street/North Aurora, Illinois 60542. There are no extension or bookmobile services at this time.
  • There are 26 staff positions at the library with a mix of full-time and part-time staff. Please review a copy of the Organizational Chart for more information.
  • The library’s Board of Trustees does not hold committee meetings, with the exception of Committee of the Whole meetings held each year specifically to discuss the annual budget.
  • Please contact the Library Director with regards to ADA concerns, needs, or complaints at (630) 896-0240. A qualified interpreter may be provided for programming or meetings with three days’ notice.

Freedom of Information (FOIA) Requests

The FOIA officer for the library is Shannon Halikias, Library Director.

Please submit a FOIA request by emailing shannon@messengerpl.org, or by mailing or delivering a paper request to the library. Please include:

  1. Name
  2. Address
  3. Phone or Contact Information
  4. Email or Fax
  5. If you would like to inspect records in person
  6. Records format delivered by email or print (the first 50 pages on printed records are free, additional pages are .10 per page)?
  7. Is this for a commercial purpose?
  8. Any fee waiver requests?
  9. Description of request. Requestors should be as specific as possible as to narrow the scope of response.

Questions with regards to the policies, budget, administration, and governance are always welcome. Information is also readily available on the website, and requests may be directed to published resources available. Please contact the Library Director if you would like a personal discussion or overview of a topic.
